Affiliate Income and Tax, What Amazon Asks You For

Amazon's Operating Agreement lets the company hold commission you have already earned, with no deadline written into the sentence that permits it, and without you having broken a rule. The trigger is not misconduct. It is a form you have not finished.

That form is the tax interview. What follows is what Amazon asks, where, what makes an answer fail, and what stops moving while it is missing. Not what you owe: Amazon refuses that in writing, twice, below.

I hold Associates accounts in the American, British and German programs, so I read all three help trees rather than one. They do not put the same question to you. Every quotation below was read live on August 21, 2026; where Amazon publishes nothing, this page says so.

Amazon will not tell you what you owe, and neither will this page

Two of Amazon's own sentences set the ceiling. “We cannot determine if you have a U.S. tax liability,” it writes, recommending a tax professional instead. And on the form sent abroad: “Amazon cannot provide tax advice to you”.

That puts a whole class of question out of reach here. Whether affiliate income is taxable where you live, at what rate, whether money held back is final or an advance: all of it turns on your country of residence and belongs with an accountant. What is answerable is administrative. The approval checklist settles the whole subject in one line about a valid identity and tax profile. This is that line, opened.

The clause that lets Amazon hold your money

Article 11, Taxes, does nothing by itself; it sends you to Schedule 3, which reserves Amazon the right “to hold your commission income until you provide this information or otherwise satisfy us that you are not a person from whom we are required to obtain tax information”. Stamped Updated: October 15, 2025. Two ways out of the hold, then, and no deadline attached to either.

Tax appears twice more. The indemnity clause assigns the subject to you, in capitals: “YOUR TAXES AND DUTIES OR THE COLLECTION, PAYMENT, OR FAILURE TO COLLECT OR PAY YOUR TAXES OR DUTIES”. One termination ground is not about your conduct at all: Amazon may end the agreement where it believes it “may become subject to tax collection requirements”. The closure guide maps the rest.

The European contract carries the same machinery: its Schedule 3 names twelve sites in one line, amazon.co.uk and amazon.de among them, and repeats the hold on remuneration. Stamped 15 October 2025. The British version of that page would not open as plain text on the day I read it, so this comes from the German one, which lists both sites in the same line.

What the tax interview actually is

Amazon's description is two-stage: “The tax interview must be completed and validated with the Internal Revenue Service (IRS) before you can receive payment of commissions”. Those are two separate events and only the first is yours: submitting is you finishing, validation is a check against IRS records you neither control nor can hurry.

The asking is an obligation on Amazon's side, not a preference: “We're obligated to have this information on file in order to make payments.” The payments page, on the American and British sites alike, puts it the other way round: “We must have your tax information on file before we can make any payments.” Amazon never pins down where in the flow the interview appears; the order of events is all it commits to, complete and validated first, payment after.

Where the interview sits, and when you are sent back through it

Amazon's own steps:

  • Sign in to Amazon Associates
  • Hover over the email address at the top
  • Click Account Settings
  • Click View/Provide Tax Information
  • Click Take Interview

The status then appears under Payment Information, and the page on updating existing information adds that your Current Tax Status shows there. Amazon also runs a separate portal at taxcentral.amazon.com, which opens only to a signed-in account.

Three changes that send you back through it

Amazon groups them under Change of Circumstances: a legal name change through marriage or incorporation, a move between countries, a business tax number changing from a Social Security Number to an EIN. A change in where services are performed calls for written notice or a fresh interview.

Which number Amazon asks for

A US Tax Identification Number, per Amazon, “can be a Social Security Number (SSN), Individual Taxpayer Identification Number (ITIN), or Employer Identification Number (EIN)”. Which one it expects depends on who is signing, and Amazon hedges most of them.

Outside the United States more hangs on it: any reduction of the statutory 30 percent withholding rate “will not apply until you can provide a TIN.” Not paperwork attached to the treaty claim; the condition of it.

Why a submitted form fails, and how long pending lasts

The failure Amazon documents is a name mismatch against the record being checked, and it says which record: for an individual, the Social Security card exactly as printed; for a company, the first line of the address block on the CP575A notice issued with the EIN.

Then the sentence worth reading twice before you submit: “Misspelling your name, not including your middle initial or middle name, or entering an incorrect Tax Identification Number may cause validation of your form to fail.” Your tax name may differ from the name you use to conduct business, and it is the tax name the interview wants. Signing is electronic only if you consent inside the interview; otherwise the form goes to Amazon's FinOps Tax box in Seattle on paper.

Then the waiting. Amazon publishes two durations that measure different things: validation “can take up to eight weeks from the time Amazon receives your information”, while “Our system will continue to attempt to validate your TIN for 60 days”. One is how long an answer can take, the other how long the system retries. Silence is not success; the status line beats the calendar.

What Amazon asks when you sign from outside the United States

Amazon's headline: “The US Internal Revenue Service requires Amazon to withhold up to 30% from non-US associates earning referral commissions in the US unless the associate can provide a completed W-8BEN with a valid claim of treaty benefits.” The non-US branch is the longer one, asking for:

  • Beneficial owner type and country of organization
  • Citizenship, permanent address, any separate mailing address
  • US person tests: Green Card, time spent there
  • Where your services are performed
  • A US tax number, a local one, or both
  • Whether the income is effectively connected with the US
  • The treaty claim: article, rate, basis

Two of those answers decide the rate, and Amazon keeps a page for associates who finished the interview and still see 30 percent taken. It names two causes: no treaty benefit claimed, or the interview told that services are supplied both inside and outside the United States. Amazon corrects the second: “if you are an Associate in the UK, posting links to a US based site, does not constitute US sourced income.” The remedy is to retake it.

In Europe the help pages ask about VAT, not about who you are

This part is countable. On the American partner site, under About commissions and Payments, sits a tax FAQ of fifteen topics; on the British site that node carries no tax interview heading at all. VAT occupies the space instead: associates established in the EU but outside Luxembourg, Amazon Europe Core's VAT number, whether you must issue an invoice. The German site carries the identical block under Steuerdaten. All read August 21, 2026.

An EU resident taxable person established outside Luxembourg is “not required to charge VAT to Amazon Europe Core Sarl”, which accounts for it under the reverse charge mechanism. Issue one anyway and Amazon's VAT number, LU26375245, belongs on it. But invoicing is not a condition of payment: “Amazon does not expect you to provide an invoice in order to receive Associate's payments.” Local law may require one regardless, and associates VAT-registered in Luxembourg must. Whether German registration offers a USt-IdNr. field, Amazon does not say.

The forms that come back to you, and when

Amazon issues a 1099 “to any Amazon Associate who received payments of $600 or more or received payments where taxes were withheld in the previous calendar year unless you are an exempt entity”. Corporations, including LLCs treated as C or S corporations, generally do not receive one. The date carries a live contradiction: the Associates help page says by January 29, the interview guide says on or before January 31st, both up on August 21, 2026.

Outside the United States the form is a 1042-S, “generally provided to non-U.S. payees that received U.S. sourced income during the calendar year”, issued by March 15th of the following year. Box 2 carries US source payments, Box 7 any withholding deducted. To download either: Account Settings, then Payment and Tax Information, then Find Forms. What to do with it afterwards is what Amazon declines to advise on, and so do I.

Which account the tax question belongs to

Each market has its own sign-up address: associates.amazon.com/signup, affiliate-program.amazon.co.uk/signup and partnernet.amazon.de/signup. How those accounts relate to one another is a moving subject, tracked with Amazon's current wording in our multi-country guide, and the tag side in the linking guide. What matters here is narrower: the interview validated against IRS records belongs to the American side, the VAT question to the European one, and Amazon's page on updating tax information describes one route, at account level.

Thresholds differ by market too, and earnings below them roll into the next month:

Payment lands roughly sixty days after a month closes, so January's earnings arrive end of March. Commission can therefore be earned, credited and unpaid at once, for reasons with nothing to do with tax, and clearing the qualifying sales milestone is a separate condition again.

What tax form does Amazon Associates ask for?

Amazon hands you no blank form. It runs a tax interview, builds the right form from your answers and validates it against IRS records. Associates abroad generally land on a W-8BEN.

Where is the tax interview in my Amazon Associates account?

Sign in, hover over the email address at the top, click Account Settings, then View/Provide Tax Information, then Take Interview. The status then appears under Payment Information.

Do I need a US tax ID if I am joining from another country?

Do I have to send Amazon a VAT invoice?

What happens if I never complete the tax interview?

The Operating Agreement lets Amazon hold your commission income until you provide it, or until you satisfy Amazon that it need not obtain it from you. No deadline attaches to either. Earnings accrue but do not pay out.
